PHILIPPINE TRANSPARENCY SYMBOLISM
A Transparency Seal, prominently displayed on the main page of the website of a particular government agency, is a certificate that it has complied with the requirements of Section 93. This Seal links to a page within the agency’s website which contains an index of downloadable items of each of the above-mentioned documents.
A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value. The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.
This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.
The Full Disclosure Policy is a government’s policy that requires local officials of provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed of how the LGU budget is managed, disbursed and used.
Full Disclosure Policy will:
- Promote honest, transparent, and orderly management of public funds
- Help minimize, if not totally prevent corruption and misuse of public funds
- Increase the people’s awareness of the available public funds and the allocated amount for development projects in their localities
The Full Disclosure Policy Portal enables the public to view, download, and print LGU financial documents to allow their constituents to understand how their local governments budget and spend for public services.
Pursuant to the Section 97 Title III Human Resources and Development of the Republic Act 7160 or the Local Government Code namely Annual Report that on or before March 31 of each year, every local chief executive shall submit an annual report to the sanggunian concerned on the socio-economic, political and peace and order conditions, and other matters concerning the local government unit, which shall cover the immediately preceding calendar year. A copy of the report shall be forwarded to the Department of the Interior and Local Government. The Local Government Unit of Manay presents to you the Annual Accomplishment Report for the year 2022. This is a Five-part Report AVP which consists of Social sector, Environment sector, Economic sector, Infrastructure sector and Local Governance.
The Annual Investment Program (AIP) refers to the annual slice of the Local Development Investment Plan (LDIP), which constitutes total resource requirements for all programs, projects, and activities (PPAs) consisting of the annual capital expenditure and regular operating requirements of the LGU.
The Gender and Development (GAD) budget policy was introduced through the General Appropriations Act (GAA) in 1995 as “The Women’s Budget” to support with actual resources the implementation of programmes and projects on the ground, focused on gender advocacy and commitment to women’s empowerment.2 This policy directs all government departments and agencies to allocate a minimum of five percent (5%) of their total annual budgets for gender programs, projects and activities. It has been an important feature of the annual GAA and further strengthened by the Magna Carta of Women (RA 9710).
The Local Disaster Risk Reduction and Management Fund (LDRRMF) is a unique program in the Philippines that encourages local government investment in disaster risk reduction. The LDRRMF builds on a long-standing directive from the national government to local governments to set aside 5% of their budgets as a local calamity fund. Starting in 2012, the government introduced new legislation to authorize local governments to use up to 70% of these funds to support pre-disaster preparedness and risk reduction measures.
